I work in CERT & have been receiving calls from this company for a year or so now. These companies will ultimately be selling on to Energy Providers so you can try the likes of British Gas, N-Power, EDF, Scottish & Southern (i have managed to establish E.ON does not work with Insulation UK).
You can also lodge a complaint via ICO.GOV.UK follow complaint link & then privacy & electronic regulations to register complaint.
At this point in CERT most Energy Providers are offering insulation free due to CERT targets penalties (fine = 10% global turnover)  & some are also offering payment also for having insulation free so most certainly worth doing, however be aware of cowboys as there are alot of them out there (affiliate yourself directly to major Energy Providers rather than doorknockers/cold callers) & it appears much more difficult to address directly through these than Energy Providers (who also have much more stringent guidelines for complaints).
